Click on EDIT at the top of the page, then choose MESSAGE FILTERS 
Click on the New button to create a new filter 
Type in a FILTER NAME, then choose the filter settings that you wish Netscape to follow for the email. You can add up to 5 setting for each filter by clicking on the MORE button. When finished, click OK at the bottom of the window.
